Herman was born April 27, 1913, at Manilla, IA, to George and Amanda (Jahn) Peper. He attended Tidd Country School in rural Flandreau. After school he worked as a farm laborer and then began farming with his dad in rural Flandreau. He married Frances Chamberlin on March 18, 1939. She preceded him in death May 4, 1962. He married Viola Zylstra on March 11, 1966, at Flandreau. They continued to farm until they retired in September of 1982 and moved into Flandreau. Herman was a member of Our Savior's Lutheran Church and church counsel, former member of Clare Lutheran Church and church counsel, treasurer of Tidd School Board, Riverview Township Supervisor, 4-H leader, Honorary Future Farmer, Flandreau Dance Club and Mr. and Mrs. Dance Club in Sioux Falls. He loved to bowl, dance, fish, hunt and watch his kids play sports.

Survivors include his wife, Vi; 3 sons, George (Joanne), Willmar, MN; Tom (Sally), Flandreau; David (Mary), Sioux City, IA; 2 step-sons, Ron (Julie) Zylstra, Brandon, SD; Ken (Jeanne) Zylstra, Prior Lake, MN; and 1 daughter-in-law, Betty Peper, Myrtle Point, OR; 10 grandchildren, David, Kristine, Todd, Tab, Scott, Preston, Ken, Malisa, Erica, Corey; 6 great-grandchildren, Emily, Amanda, Sarah, Brynn, Erik, Zoe; and 3 step-great-grandchildren, Frank, Nicolas, Brittany; 3 sisters, Gertie Wiese, Sherburne, MN; Viola Relf, Flandreau and Edna Johnson, Egan. Herman was preceded in death by his first wife, Frances, 1 son, Roger, parents and 1 brother, Emil.
