Jeffrey was killed by dogs that an owner had brought onto a neighboring property since he couldn't keep them in the city, due to their vicious nature (yet let them roam free, not restrained). Jeffrey was an innocent victim of a irresponsible pet owner, who should NEVER have kept their dogs unsupervised, let alone transported the animals to a rural community without keeping them kenneled or letting neighbors know of the animals vicious nature.
Jeffrey's case changed the laws in South Dakota as it relates to vicious dogs in rural areas. No more can urbanites use rural areas as locations to keep such animals, without the law still having some authority over them.
But the loss of an innocent life due to the dog owner is still unacceptable regardless of the positive changes made to the laws after this tragedy.
