Harley was born March 20, 1915, at Flandreau, SD, to Robert Leslie and Ruth (Babcock) Bennett. He graduated from Egan High School and was called to active duty with the Headquarters Battery 2nd Battalion 147th Field Artillery November 25, 1940, serving in the Pacific Theatre. After his discharge August 25, 1945, he returned to Flandreau and began farming west of Flandreau. Harley was married to Esther Hetland July 11, 1947, at Flandreau. He continued to farm and in 1964 he started working at the Flandreau Indian School in the boy's dorm and later in the maintenance department until he retired. His wife preceded him in death December 15, 1981. He married Eunice Athey May 7, 1989, at White Lake, SD, and they lived in Flandreau and wintered in Bullhead City, AZ. They became residents at Greenleaf Assisted Living in 2001. Harley was a member of Our Savior's Lutheran Church, life member of the VFW, and the 147th FA.

Harley is survived by his wife, Eunice; a daughter, Charlene Hay, Sioux Falls; a stepson, Bob Athey, Bullhead City, AZ; a brother, Bill (Georgia), Claremore, OK; two sisters, Donna Malone, Brandon, SD; Evelyn Chamberlin, Hughesville, MO; and a sister-in-law, Florence Bennett, Flandreau. He was preceded in death by his first wife, Esther; his parents, stepmother, Vi Bennett; two brothers, Bert and Robert; and a nephew, Roger Bennett.
